Purpose
The aim of this course is to enable a trainee to be able to; Receive/Issue the different types of Common P.T.W systems employed on building and construction sites, and apply the appropriate controls for compliance with the Health and Safety in Employment Act 1992 (HSE Act) and other relevant legislation. The code of practice for “Managing Hazards to prevent Major Industrial Accidents” recommends a Permit to Work System.
Course Objectives
At the successful completion of the course the trainee will be able to:
- Understand the legislative requirements associated with a Permit to Work system.
- Identify Responsibilities/Roles associated with height/Confined Space Entry/Hot and Cold work /Excavation/Lifting and Cranage.
- Identify the hazards.
- Assess hazards to determine significance.
- Control significant hazards.
- Have emergency procedures in place.
- Able to fill out a permit.
- Understands that a PERMIT authorises specified work only to be carried out.
Note: This can be run either as a Receiver only (US 17588) or as a Receiver/Issuer Combined (US 17588 and 17590).

Pre-requisites
Permit to Work and their certificates require trainees to demonstrate a level of written and spoken English. They must be able to read and interpret Permits To Work and any supporting Certificates and report clearly within these document: Equivalent to a Level 2 English communication skills.
Permit issuers need to understand the nuances of the English language which may result in differential interpretation and therefore have legal consequence: Equivalent to a Level 3 English communication skill.
The unit standards 17588 and 17590 do not state that any pre-requisites are required.
However, if Permit to Work training is being completed in order to work at heights, or to work in or around confined spaces, we recommend training in those environments in addition to Permit to Work.
