Purpose
This course is designed to support trainees preparing for, and intending to apply for, Certified Handler Compliance Certification, under the Health and Safety at Work (Hazardous Substances) Regulations 2017. Trainees will describe requirements relevant for a Certified Handler in accordance with Regulation 4.3. They will demonstrate the knowledge, skills and procedures relevant to their role, to handle highly hazardous substances safely, and make themselves safe, compliant to the Regulations. And they will describe the workplace emergency procedures involving these hazardous substances, in accordance with their role.
Who Should Complete this Course
This course is limited to those people who are required to handle and/or supervise people handling Class 6.1A or 6.1B hazardous substances, 6.1A or 6.1B agrichemicals or any Vertebrate Toxic Agent and/or Fumigant.
Applicants seeking Certified Handler Compliance Certification through Vertical Horizonz must attend this course.
*Note that the issuing of a Certified Handler Compliance Certificate is conducted by an independent Certifier and is independent of this course. The successful completion of this course, however, ensures the trainee knows and can provide the required competency and compliance evidence they need to submit to an Independent Certifier for consideration for the issue of a Certified Handler Compliance Certificate.
Course Outline
Trainees will be guided to establish and evidence their competencies and workplace compliance to the requirements of the HSNO Act 1996 Hazardous Substances Notices, the HSW Act 2015 Hazardous Substances Regulations and Safe Work Instruments as they apply to those hazardous substances for which they are applying to be a Certified Handler.
Trainees will evidence:
- compliant documentation including workplace inventory, SDS, training, tracking and application records as required
- emergency response planning, documentation and drills
- safe and compliant handling as required by those hazardous substances and lifecycle stages for which they are applying to be a Certified Handler
Course Objectives
After the successful completion of this course trainees will be able to demonstrate and explain the:
- hazard classifications, properties, and adverse effects of those hazardous substances for which they are applying to be a Certified Handler;
- requirements under the HSNO Act 1996 Hazardous Substances Notices, the HSW Act 2015 Hazardous Substances Regulations and Safe Work Instruments as they apply to those hazardous substances for which they are applying to be a Certified Handler;
- scope and limitations of their Certified Handler Compliance Certificate, including limitations on the lifecycle stage, purpose, location and timeframe they may handle the hazardous substances for which they are applying to be a Certified Handler;
- precautions required to prevent injury or illness to any person at the workplace caused by any of those hazardous substances for which they are applying to be a Certified Handler;
- procedures (including tracking) and plant (including personal protective equipment) necessary to manage those hazardous substances at the workplace for which the person is to be a Certified Handler;
- procedures to adopt in an emergency involving those hazardous substances for which they are applying to be a Certified Handler.
Pre Requisite
31290 Demonstrate knowledge of the safe management and potential adverse effects of hazardous substances in the workplace.
