Purpose
Between 600–900 New Zealanders are estimated to die from work-related illness every year, many from chronic illness arising from poor controls on the handling, storage and disposal of hazardous chemicals. This course is designed to train people to identify the health and safety risks of the chemicals in a workplace; and to identify, select and apply the legislated and other controls designed to minimise the exposure of workers to these risks, and ensure the proper reporting.
The course addresses the requirements of a ‘Competent Person’ as specified under s19.1 and in Schedule 27 of the Health and Safety Act
Who Should Attend
Any person responsible for the management, storage, use, disposal or otherwise handling of hazardous substances in a workplace, especially those substances requiring the maintenance of tracking and/or other application records. This would include store persons, team leaders, supervisors, shift managers, safety offices, purchasing officers and other managers responsible for the PCBU Hazardous Substances controls. It may be useful for line managers who need awareness to inform the decisions they make and to ask questions regarding hazardous substances.

Entry Requirement
Skills and knowledge of workplace procedures relating to hazardous substances, or hold unit standard: 31292 Demonstrate knowledge of workplace procedures relating to hazardous substances.
NZQA Unit Standards
31290 Demonstrate knowledge of the safe management and potential adverse effects of hazardous substances in the workplace.
31293 Demonstrate safe handling, storage, and disposal of hazardous substances in the workplace.

Hazardous Substances Certified Handler
Purpose
Between 600–900 New Zealanders are estimated to die from work-related illness every year, many from chronic illness arising from a poor understanding and implementation of controls required to manage the hazards and risks of hazardous substances in the workplace. This course is designed to support trainees to develop the knowledge, understanding and leadership required to ensure their workplace handles highly hazardous substances safely, compliant to the Health and Safety at Work (Hazardous Substances) Regulations 2017. Progression through the course ensures a trainee will be in a position to provide all the required evidence of competency and compliance to be awarded a Certified Handler Compliance Certificate. The course addresses the requirements of a ‘Certified Handler’ as specified under s4.3 of the Health and Safety at Work (Hazardous Substances) Regulations 2017.
Who Should Complete
This course is limited to those people who are required to handle and/or supervise people handling Class 6.1A or 6.1B hazardous substances, any Vertebrate Toxic Agent and/or Fumigant. Applicants seeking Certified Handler Compliance Certification must attend this course.
Note that the award of a Certified Handler Compliance Certificate is conducted by an independent Certifier, independent of this training. The successful completion of this course, however, does ensure an applicant knows all the required competency and compliance evidence they must provide to a Certifier for an award of a Certified Handler Compliance Certificate.
Course Objectives
- hazard classifications, properties, and adverse effects of those hazardous substances for which they are applying to be a Certified Handler;
- requirements under the HSNO Act 1996 Hazardous Substances Notices, the HSW Act 2015 Hazardous Substances Regulations and Safe Work Instruments as they apply to those hazardous substances for which they are applying to be a Certified Handler;
- scope and limitations of their Certified Handler Compliance Certificate, including limitations on the lifecycle stage, purpose, location and timeframe they may handle the hazardous substances for which they are applying to be a Certified Handler;
- precautions required to prevent injury or illness to any person at the workplace caused by any of those hazardous substances for which they are applying to be a Certified Handler;
- procedures (including tracking) and plant (including personal protective equipment) necessary to manage those hazardous substances at the workplace for which the person is to be a Certified Handler;
- procedures to adopt in an emergency involving those hazardous substances for which they are applying to be a Certified Handler
